The Allied powers and the new states of central and Eastern Europe sought to secure the post-war territorial settlement, and return normalizing relations with defeated Germany (which was the Weimar Republic). In1928 the Kellogg-Briand pacts in which signatory states promised not to use war to resolve "disputes or conflicts of whatever nature or of whatever origin they may be, which may arise among them".
